What Title II actually requires of an institution
Public colleges and universities are covered by ADA Title II, which means the web content and mobile apps you offer to the public have to meet WCAG 2.1 AA. The DOJ interim final rule of April 2026 moved the compliance dates to April 26, 2027 for entities serving populations of 50,000 or more and April 26, 2028 for smaller entities and special districts. It did not suspend the obligation, and it did not pause private litigation or OCR complaints in the interim.
Private institutions are generally covered under Title III instead. There is no fixed date there, which in practice means the exposure is continuous rather than scheduled.
Either way, the practical requirement is the same: know the state of every page you publish, work the list down in priority order, and be able to show a dated record that the program is real.

One WCAG scan, mapped to the obligations an institution answers to
Accessibility law does not define its own technical tests. It points at WCAG, which is what GuardGrid measures, so one scan speaks to Title II, procurement, and private-side exposure at once.

Accessibility and search share a foundation. Correct heading structure, meaningful link text, real alt text, and semantic markup help a screen reader user and a crawler for the same reasons. Does ADA Title II apply to community colleges?
